I'm fine with it just because if you have more money next year to have a better team you sacrifice this year to have a weaker one

I say though for voting round maybe like write a note like someone had more money than the rest to start because of this so votes can take into account how much money you started with

The voting will be head on head, with the budget making the rankings. Lower you budget the highter to ranked. it would be 1 vs a 2 vs a etc...

Say if you have 10000 left over at the end of the year you get 5000 next year but place 10th overall after voting you will have 55000 next year but say next year you use all of it and still come in last place you only get 50000 or whatever the basic budget is.

Next year I will have a draft order. The lower you ranked after voting will be higher pick you have. You may trade picks next year. If you trade more pics than you have at the end you will have extra picks.
